MAYOR of NYC

Dear Mayor Bloomberg,

I think I have solved the NYC budget crisis! Here are a few of my ideas;

1. Staten Island should seceed from NYC. This would save NYC millions and priceless embarassment.
2. Tax individuals per pound of their body weight.
